Lourdes Quintana, explora la <em>Ley del Registro de la Propiedad Inmobiliaria del Estado Libre Asociado de Puerto Rico<\/em>; tambi\u00e9n conocida como la nueva Ley hipotecaria. Esta legislaci\u00f3n, aprobada en diciembre de 2015 junto a una nueva <em>Ley de aranceles<\/em>, tiene como prop\u00f3sito principal la modernizaci\u00f3n y revitalizaci\u00f3n del Registro de la Propiedad. La Ley tambi\u00e9n aclara e introduce varias normas relativas a las operaciones jur\u00eddicas inscribibles. Como resultado, este escrito pretende desarrollar una gu\u00eda b\u00e1sica para el notario que enfrenta las nuevas exigencias del Registro. Asimismo, la Profesora enfoca su an\u00e1lisis en el impacto imprescindible que la Ley tendr\u00e1 sobre la profesi\u00f3n del notario. Entre los temas estudiados se encuentran: el derecho de superficie, Derecho Hereditario, un nuevo t\u00edtulo sobre agrupaciones, agregaciones y segregaciones, la divisi\u00f3n de bienes entre ex c\u00f3nyuges y las modificaciones de hipotecas; entre otros.<\/p>\n<p>In this legislative analysis, professor and former director of the Office of Inspection of Notaries, Lourdes Quintana Esq., explores the Registry of Real Estate Property of the Commonwealth of Puerto Rico Act; also known as the new Mortgage Act. This legislation, approved in December of 2015 together with a new Tariff Act, has the purpose of modernizing and revitalizing the Property Registry. The Mortgage Act also clarifies and introduces various rules relating to inscribable legal transactions. As a result, this paper aims to develop a basic guide for the notary who faces the new requirements of the Registry. Likewise, the Professor focuses her analysis on the essential impact that the Act will have on the notary profession. Some of the particular subjects studied include: surface rights, Hereditary Law, a new title on groupings, aggregations and segregations, the division of property between ex-spouses and modification of mortgages; among others.<\/p>\n<p><strong>Cita:<\/strong> Lourdes I.
