El autor inicia el art\u00edculo explicando el problema de acceso a la justicia y examinando los requisitos de caso o controversia, legitimaci\u00f3n activa y la excepci\u00f3n de inter\u00e9s p\u00fablico. Luego analiza como el Tribunal ha aplicado estos requisitos en jurisprudencia reciente, cambiando de una interpretaci\u00f3n liberal a una restrictiva, especialmente para reconocer legitimaci\u00f3n activa en casos ambientales. Finalmente, teniendo esa jurisprudencia en perspectiva provee recomendaciones sobre la interpretaci\u00f3n de ambos requisitos y sugiere la adopci\u00f3n de las opiniones consultivas y la creaci\u00f3n de un Tribunal Constitucional que culminen en un mayor acceso a la justicia en Puerto Rico.<\/p>\n<p>Luis Armando Vega studies how the inconsistencies of the Supreme Court of Puerto Rico to interpret the requirement of case or controversy and standing creates legal uncertainty that limits access to courts, and consequently access to justice. The author begins the article explaining the problem of access to justice and examining the requirements of case or controversy, standing and the exception of public interest. He then analyzes how the Court has applied these requirements in recent jurisprudence, changing from a liberal to a restrictive interpretation, especially to recognize standing in environmental cases.
