El Juez Asociado del Tribunal Supremo de Puerto Rico, Luis F. Estrella Mart\u00ednez, discute en esta Conferencia Magistral del tercer Congreso de Derecho Administrativo las barreras para el acceso a la justicia en el administraci\u00f3n del Derecho Administrativo en Puerto Rico. El Juez Asociado inicia su conferencia identificando las barreras que obstaculizan el acceso a la justicia y luego desarrolla ocho principios para combatir los males de la administraci\u00f3n de la justicia en el Derecho Administrativo y en nuestro sistema judicial en general. Algunos de los principios que el autor sugiere\u00a0adoptar son: la participaci\u00f3n ciudadana informada y constructiva, la simplificaci\u00f3n de leyes y procedimiento, y promover la agilidad procesal sin atropellar las garant\u00edas individuales y colectivas.<\/p>\n
The Associate Justice of the Supreme Court of Puerto Rico, Luis F. Estrella Mart\u00ednez, discusses the barriers to access to justice in the Administrative Law in Puerto Rico. The Associate Justice begins by identifying the barriers that hinder access to justice and then develops eight principles to combat the evils of the administration of justice in Administrative Law and our judicial system in general. Some of the principles that the author suggests to adopt\u00a0are: informed and constructive citizen participation, simplification of laws and procedure, and promote procedural agility without harming individual and collective guarantees.<\/p>\n
