Adem\u00e1s, se presenta un resumen de la legislaci\u00f3n m\u00e1s reciente, un an\u00e1lisis de proyectos presentados en otras jurisdicciones y recomendaciones para mejorar la efectividad de las leyes pertinentes. Por \u00faltimo, se exponen propuestas para un Proyecto de Ley estatal y una Ordenanza modelo, basada en las leyes actuales; ello, de manera que se pueda mejorar la crisis de propiedad abandonada tan prevalente en nuestros municipios.<\/p>\n<p>In this article, the author evaluates the problematic panorama of public encumbrances in Puerto Rico, including an analysis of the legal work they represent and the obstacles the government faces when trying to combat their existence. In addition, a summary of the most recent legislation is presented, as well as an analysis of projects presented in other jurisdictions and recommendations to improve the effectiveness of the relevant laws. Finally, proposals for a state law projects and municipal ordinances are discussed based on current laws.
