Ismael Molina Serrano examina dos casos en materia de Derecho Registral Inmobiliario para el t\u00e9rmino 2016-2017. El primer caso, <em>Distribuidores Unidos de Gas de Puerto Rico v. Sucesi\u00f3n<\/em>, 196 DPR 96 (2016), analiza y discute si el t\u00e9rmino prescriptivo para ejercer la acci\u00f3n de cobro de un pagar\u00e9 hipotecario es susceptible de ser interrumpida extrarregistralmente o si la paralizaci\u00f3n debe surgir del Registro de la Propiedad. A su vez, el autor discute y compara la decisi\u00f3n con su precuela, <em>Distribuidores Unidos de Gas de Puerto Rico v. Registradora<\/em>, 188 DPR 351 (2013), donde el Tribunal Supremo reiter\u00f3, mediante recurso gubernativo, la facultad calificadora del Registrador de la Propiedad y los principios de rango y prioridad. El segundo caso para este t\u00e9rmino, <em>Pedrag\u00f3n Ferrer v. Purcell Soler<\/em>, 196 DPR 1024 (2016), atiende el mismo tema sobre la facultad calificadora del Registrador y su alcance tanto en los documentos judiciales como notariales que contengan un tr\u00e1mite judicial como la escritura de venta judicial. El autor realiza el an\u00e1lisis de estos casos bajo la perspectiva de un Registrador de la Propiedad y profundiza sobre la dicotom\u00eda entre el Registro y el Tribunal.<\/p>\n<p>In this article, the Property Registrar, Hon. Ismael Molina Serrano examines two cases related to Registry Law for the 2016-2017 term. The first case, <em>Distribuidores Unidos de Gas de Puerto Rico v. Sucesi\u00f3n<\/em>, 196 DPR 96 (2016), focuses on whether the prescriptive term to exercise the action of collection of monies of a mortgage promissory note is subject to interruption outside of powers delegated to the the Property Registry or if the stay must arise under the Property Registry itself. In turn, the author compares the decision with his prequel, <em>Distribuidores Unidos de Gas de Puerto Rico v. Registradora<\/em>, 188 DPR 351 (2013), where the Puerto Rico Supreme Court reiterated, by means of a governmental appeal, the qualifying faculty of the Property Registrar and the principles of rank and priority. The second case for this term, <em>Pedrag\u00f3n Ferrer v. Purcell Soler<\/em>, 196 DPR 1024 (2016), deals with the same issue regarding the Registrar\u2019s faculty to qualify documents and its scope in both judicial and notary documents that contain a judicial proceeding such as a judicial sale deed.
