En su escrito, el estudiante Juli\u00e1n Caraballo expone la trayectoria de desastres naturales a los cuales Puerto Rico se enfrent\u00f3 previo al hurac\u00e1n Mar\u00eda. Como consecuencia, el autor desemboca en la ocurrencia de dicho fen\u00f3meno atmosf\u00e9rico a modo de ilustrar el marco legal vigente para atender la prevenci\u00f3n, la mitigaci\u00f3n y la recuperaci\u00f3n de esta ocurrencia. As\u00ed, el autor relata lo sucedido durante los meses posteriores al paso del Hurac\u00e1n para entonces proveer un informe sobre la normativa vigente tanto a nivel local, como federal e internacional; ello, con el objetivo de demostrar las \u00e1reas en las cuales nuestro ordenamiento debe atemperarse mejor para as\u00ed estar listo en caso de un futuro evento natural de tal magnitud.<\/p>\n
In his writing, the student Juli\u00e1n Caraballo exposes the natural disaster trajectory that Puerto Rico faced prior to Hurricane Maria. As a consequence, the author leads the reader to the occurrence of Mar\u00eda in order to illustrate the current legal framework to address the prevention, mitigation and recovery of this occurrence. Thus, the author recounts what happened during the months following the occurrence of the hurricane to then provide a report on current regulations at the local, federal and international level; this, with the objective of demonstrating the areas in which our ordainment should be tempered better to be ready in case of a future natural event of such magnitude.<\/p>\n
